Do Muoi Addresses Hanoi Party Committee

By Voice of Vietnam, Hanoi, original in Vietnamese
2300 gmt 27 Dec 94

On 26th-27th December, the party Standing Committee of Hanoi held a conference on the continued renovation and reorganization of subward party committees. Comrade General Secretary Do Muoi addressed the conference, which focused its discussion on four subjects: the leadership of subward party committees in economic development, the organization and activity of party chapters in residential groups, work assignment for party members and recruitment of new party members.

Addressing the conference, Comrade Do Muoi pointed out that the party chapters and basic party organizations have a strategic role because they are the party's direct fighting units and they stay very close to the public. From that position, they must organize and motivate the public to satisfactorily implement party policy and state laws. If all party chapters have strong fighting spirit and high capacity to organize and motivate the public, our party's revolutionary stages will be shortened significantly and our undertaking in national construction, protection, industrialization and modernization will lead to greater results. Regrettably, the work performance of basic party organizations and party chapters in many places is still poor and its coordination and fighting spirit weak, resulting in the stagnation of public movements. First of all, subward party committees must understand and creatively apply party policy and state laws to local conditions. They must pay attention to urgent issues relating to the living conditions of the people, social welfare policies, childcare, families of fallen combatants and injured soldiers and senior citizens. To successfully solve these issues, they must rely on the strength of the public and the people. Our entire party is now concentrating its efforts in fighting negativism. Therefore, we must heighten the fighting spirit and maintain party uprightness, starting from the basic party organizations and basic party organizations and subwarb party chapters must satisfactorily implement this important duty.
