On Bombings and Bomb Threats by the Ramos Regime

Press statement by Jose Maria Sison, NDFP Chief Political Consultant, 7 September 1997

Unqualifiedly and most vehemently, I condemn the bombings and bomb threats being unleashed against the civilian population.

These are criminal acts of terrorism coming from the direction of those who are engaged in psychological warfare and who wish to recycle the tactics of the unlamented Marcos regime to perpetuate itself in power.

The highest officials of the Ramos regime, including Generals Ramos and Almonte, posture that they cannot say anything to prejudice investigation.

But they allow the highest military and police officers to jump to the conclusion that the perpetrators of the bombings are either the New People's Army or a renegade group from the NPA.

As a matter of principle, the revolutionary forces led by the Communist Party of the Philippines are fundamentally and totally against violent acts that are intended and carried out to kill and harm civilians.

The National Democratic Front of the Philippines is insistent on the signing of the common draft of the Comprehensive Agreement on Human Rights and International Humanitarian Law by the GRP and the NDFP negotiations and the soonest approval of this by the principals precisely in order to protect the civilian population from violations of human rights and international humanitarian law.

But the Ramos regime is now obsessed with using all kinds of immoral and criminal tactics in order to perpetuate itself in power. It has diminished its interest in the peace negotiations in the face of the just demand of the NDFP for condemning, preventing, and rectifying violations of human rights and international humanitarian law.

The scheme to install a Ramos dictatorship by undertaking bombings and bomb threats and making the revolutionary forces the scapegoat is laying aside the GRP-NDFP negotiations.


GENERAL ACEDERA IS A LIAR

September 14, 1997

AFP chief of staff General Arnulfo Acedera is a liar, maliciously acting on behalf of the militarist ruling clique headed by General Fidel V. Ramos.

By way of exposing the lie of General Acedera, I am attaching hereto my September 7 press statement, which I openly sent to the Manila mass media via the Internet and which the general perversely misrepresents.

I request the Manila mass media to publish my September 7 press statement in order to demonstrate what kind of a character is General Acedera.

Once more, I make the categorical statement that I have nothing to do with the terrorist bombings and bomb threats which are clearly being done by those preparing the situation and atmosphere for a military takeover and military dictatorship.

Also, I wish to declare that I have not issued any order to bomb the mass actions on September 21. I condemn the malicious fabrication and terrorist maneuvers of the Ramos militarist ruling clique and its mouthpiece General Acedera.

General Acedera is trying to terrorize the people with his claim that the September 21 mass actions would be bombed and he tries to make the CPP the scapegoat in advance. The people have seen the same tactics used by the Marcos regime to impose a fascist dictatorship on them. They are not deceived and are prepared more than ever before to expose these tactics and fight back.

It is against the principle, policy, and practice of the revolutionary forces to carry out bombings and bomb threats to kill, harm, and terrorize the civilian population. The bombing of Plaza Miranda in 1971 was the work of the military minions of Marcos who laid the ground for martial rule.

All attempts to make the CPP the scapegoat in the Plaza Miranda bombing of 1971 failed during the time of Marcos and afterwards. In 1993, the Manila prosecutor's office issued a resolution finally dismissing the belated criminal charges against CPP leaders as something based on sheer speculation.

General Acedera exposes himself as part of the current psycho-war scheme of the Ramos militarist ruling clique to intimidate, prevent, and discourage people from participating in the forthcoming nationwide mass actions on September 21, with actual bombings, bomb scares, and other kinds of terrorist maneuvers against the people.

I am confident that the broad masses of the people nationwide will courageously rise up in millions on the day of protest, September 21. They should be as fearless and as militant as in February 1986 when they rose up to congregate at EDSA and Mendiola in order to overthrow the Marcos regime.

They must express themselves on the burning issues arising from the acute economic and political crisis of the ruling system. They must raise their just demands against intolerable oppression and exploitation. They must fight for national liberation and democracy against the U.S.-directed Ramos militarist clique.
